The East County Advanced Water Purification Program has been strategically planned for many years. Grant applications began in 2014 to fund the program’s Demonstration Facility, located in Santee. This facility has been operating and offering public tours since 2015. Since then, the program has conducted a feasibility study, financial modeling and an environmental report, obtained additional grant funding, presented to East County community groups, provided public tours and briefed elected officials through an extensive outreach program.
In July 2019, the four program partners agreed to an interim funding agreement to cover program costs for the next 12 to 18 months. As part of this agreement, Padre Dam Municipal Water District, the City of El Cajon and the County of San Diego will form a Joint Powers Agreement to discuss wastewater elements of the program.
The program is scheduled to begin distributing water in 2025. Program construction is planned in four design/build packages. A Request for Qualifications (RFQ) for the first package is planned for fall 2019, the second package in late 2019, third package in early 2020 and the fourth in early spring 2020.
